Mainframe COBOL Developer 100% Remote Must be US Citizen or Green Card Holder! Development Responsibilities (60%) • Develop and maintain code for complex technical solutions across multiple platforms and environments. • Modify existing applications and create new functionality while addressing security vulnerabilities and performance considerations. • Review peer-developed code, identify defects or improvement opportunities, and assist in resolution efforts. • Contribute to and help enforce development standards, best practices, and coding guidelines. • Produce detailed technical documentation and design specifications, including integration touchpoints and dependencies. • Analyze business and technical requirements, identifying missing information, inconsistencies, or potential risks.
Testing & Quality Assurance (30%) • Execute unit testing, troubleshooting, and debugging activities based on functional and technical specifications. • Develop and validate test scenarios to ensure application stability, reliability, and performance. • Collaborate with team members to resolve more advanced or complex application defects when needed.
Project & Delivery Support (10%) • Assist with estimating effort, timelines, and resource requirements for development initiatives and project tasks. • Partner with Developers, Business Analysts, Systems Analysts, Project Managers, and external vendors throughout the development lifecycle. • Support application deployment and migration activities across environments, ensuring appropriate documentation and transition readiness. • Evaluate third-party tools, platforms, and vendor solutions through research and gap analysis activities. • Ensure adherence to IT controls, security standards, and established corporate governance practices to protect application and data integrity, confidentiality, and availability. • Identify opportunities to improve operational efficiency through automation, process improvements, and technology enhancements.
Additional responsibilities may be assigned as business needs evolve.
Required Qualifications
• Bachelor's degree in Information Technology, Computer Science, or a related discipline with 5 years of relevant experience; or a Master's degree with 3 years of experience; or an equivalent combination of education and hands-on experience. • Prior experience in software engineering, application development, or programming-focused roles. • Advanced COBOL development experience within enterprise mainframe environments. • Strong hands-on experience with COBOL II, JCL, IBM utilities, DB2, and Endevor. • Medicare, healthcare payer, or insurance industry experience strongly preferred. • Working knowledge of CICS, CMOD, and CA View is considered a plus. • Solid understanding of unit testing methodologies, release management processes, code design standards, technical documentation, and change management practices. • Experience working with source control/version management tools. • Strong knowledge of enterprise technology environments, systems, and application architectures. • Demonstrated analytical, organizational, and problem-solving abilities. • Strong interpersonal and collaboration skills with the ability to work effectively in team-oriented environments. • Self-motivated with the ability to manage priorities independently and take ownership of deliverables. • Ability to adapt quickly in fast-paced, evolving technical environments. • Strong verbal and written communication skills with the ability to explain technical concepts clearly to varied audiences. • In-depth understanding of the Software Development Life Cycle (SDLC). • Experience developing in multiple object-oriented or structured programming languages. • Proficiency with common business productivity tools such as Microsoft Office and diagramming tools such as Visio. • Experience using debugging and troubleshooting tools to diagnose application issues. • Strong critical thinking skills with the ability to evaluate options and recommend solutions aligned to business goals and technical strategy.
